What Article 18 means

Article 18 is the private-sector work-residence category under Kuwait’s residence framework. A valid employment relationship, Public Authority for Manpower work-permit action and Ministry of Interior residence action may all be relevant, but they are not interchangeable records.

The employer or sponsor controls key employment and residence submissions. A worker should still keep copies, monitor official status and understand what is being requested before handing over originals. A verbal statement that a work permit was renewed does not by itself prove that the residence transaction is complete.

Transactions covered by the official service

Kuwait Government Online groups five Article 18 transactions: first issuance, renewal, cancellation, transfer from private-sector Article 18 to government Article 17, and transfer from Article 18 to family Article 22. Each transaction has its own form and evidence.

The official page identifies Sahel Residence Services and an in-person route. Sahel is Kuwait’s official unified government application for transactions, notifications and request tracking. Use the current service screen because availability, appointments and submission steps can change.

Which authority handles which part

The Ministry of Interior’s residence services handle the residence permit and the Article 18 transaction. The Public Authority for Manpower handles the private-sector work-permit side. Health insurance, medical fitness and identity records can also feed into the residence process.

When a case is blocked, identify which underlying record is missing rather than repeatedly resubmitting the residence request. Ask whether the issue concerns the work permit, passport, insurance, medical or criminal-status record, sponsor authorization, Civil ID data or the residence application itself.

First-time Article 18 checklist

The official first-issue list includes a sponsor-signed residence application, the original work-entry visa, a police clearance certificate authenticated through the required foreign-ministry and Kuwait-embassy channels, medical fitness certificate, criminal-status report, two photographs, sponsor signature authorization, original passport, work permit and health-insurance certificate.

The Kuwait Government Online page says a non-Arabic police clearance requires Arabic translation and describes it as valid for three months from issuance. The Ministry of Interior procedure page uses slightly different English wording on validity, so applicants facing a delay should confirm the current acceptance period before obtaining or reusing the certificate.

  1. 1

    Match the identities

Check that names, passport number and sponsor details agree across the entry visa, work permit and supporting records.

  2. 2

    Complete authentication and translation

Follow the home-country, Kuwait embassy and Arabic-translation requirements for the police clearance.

  3. 3

    Confirm electronic records

Check the work permit, medical, criminal-status and insurance records before the residence submission.

  4. 4

    Retain proof

Keep copies of every original supplied and save the official submission and payment references.

Renewal requirements

The published renewal list includes the sponsor-signed residence application, two blue-background photographs, valid sponsor signature authorization, the worker’s original passport, the Public Authority for Manpower work permit, health-insurance certificate and the representative’s ID copy.

Before submission, confirm passport validity, work-permit status, insurance and any official block or fine. Compare the approved residence dates with the work-permit and passport records afterward. Do not assume that paying one fee completes every related record.

Cancellation requirements

The official cancellation list includes the sponsor-signed form, sponsor signature authorization, worker’s original passport and Civil ID, and the work-permit cancellation record from the Public Authority for Manpower. Passports and original Civil IDs of people sponsored by the worker may also be required where applicable.

A worker should obtain written confirmation of the employment and residence action, understand the effect on dependants, and retain the cancellation and final-status records. Cancellation can be time-sensitive and can affect travel or transfer plans, so individual cases may require qualified advice.

Transfer from Article 18 to government Article 17

The official list requires a transfer application signed by the previous sponsor as a waiver and by the government entity as approval, plus a government-entity letter stating the required period. It also lists photographs, previous sponsor signature authorization, original passport, work-permit cancellation and transfer record, health insurance, original Civil ID and the government representative’s valid employer-issued ID.

This is a defined private-to-government transfer, not a general change-of-employer instruction. The government entity and previous sponsor actions should be reflected in the official transaction before the worker treats the move as complete.

Transfer from Article 18 to family Article 22

For an Article 18-to-22 transfer, the official list includes the previous sponsor’s waiver, new sponsor’s approval, photographs, passport, Civil ID, health insurance, work-permit cancellation and transfer record, and the competent immigration approval described on the service page.

The new sponsor must provide proof of kinship and either a government-sector salary certificate or a private-sector work permit showing salary of at least KWD450. Meeting that threshold does not eliminate the other documentary or approval requirements.

Fees and payment records

The Kuwait Government Online Article 18 page currently displays a KWD20 fixed fee and also indicates variable fees. The final amount can depend on the service and live official calculation, so readers should verify the amount shown in Sahel or by the responsible authority before paying.

Use an official payment channel and retain the receipt. Do not send money to a personal account because an intermediary claims to have a discounted government fee, faster approval or a way to remove an official block.

Track the transaction safely

Save the Sahel request, appointment, payment and decision references. Check official expiry or status information after completion and keep copies of the passport, Civil ID, work permit and residence result outside an employer-controlled device.

If an original document is requested, record who received it, for which transaction and when it should be returned. For unexplained delay, contact the Ministry of Interior residence service or Public Authority for Manpower according to the blocked record rather than relying on an unverified agent.
