What changed
The Ministry of Human Resources and Social Development updated its localization decision to add 69 professions in administrative support. The covered areas include secretarial work, writing, translation, data entry and administrative assistance, using the titles recognized by the Saudi Standard Classification of Occupations.
The ministry announcement sets a 100% localization rate for these covered roles and says the decision applies to establishments with one or more workers in a listed profession. The update took effect on 5 April 2026.
Why the exact occupation code matters
A job title used informally inside a company may not be identical to the profession recorded in Qiwa or other official systems. Employers should compare each worker’s registered occupation with the ministry’s procedural guide rather than relying only on an English business-card title.
Renaming a role without changing its actual duties is not a safe compliance strategy. The ministry says non-compliant establishments may face the prescribed penalties.
Practical steps for employers and workers
Employers should audit registered occupations, actual duties and workforce plans, then document any lawful corrections through official systems. Affected expatriate employees should ask for written clarification of any proposed occupation change or transfer and review how it affects their contract.
