What the ministry reported

The Ministry of Human Resources and Social Development reported that monitoring activity found 10 establishments providing recruitment or labour services without a licence. The ministry listed the announcement in its official news center on 28 September 2026.

HRSD says the prescribed establishment fine is SAR 200,000 for a first violation, SAR 220,000 for a second violation and SAR 250,000 for a third violation under the cited penalty schedule. The announcement does not identify the establishments by name.

How to verify a provider before paying

For domestic-worker recruitment, check the provider and offer through Musaned. For other labour services, use the relevant HRSD or Qiwa channel and confirm that the legal entity, licence and payment details match. Be cautious when a seller moves the conversation away from the official platform.

Never send recruitment fees to a personal bank account merely because the recipient shares a logo or licence image. Save the advertisement, contract, invoice and payment record in case a complaint is necessary.

Warning signs that deserve a pause

Pressure to pay immediately, promises that bypass visa rules, refusal to issue a contract and inconsistent company names are strong warning signs. A price that is far below the official market should be verified before any commitment.

HRSD asks people to report unlawful establishments, intermediaries and violating practices through its unified number, 19911, or its mobile application. If money has already been paid and fraud is suspected, preserve the evidence; another reporting route may also apply depending on the conduct involved.
